In Custody: People Imprisoned in Connection with Journalism or the Internet
[First printed in China Rights Forum, No.1 2005]

The official directive from China's Propaganda Bureau this past November prohibiting the reporting of incidents of unrest indicates how threatened the Chinese authorities feel by the dissemination of accurate information regarding current events. Likewise indicative is the rash of detentions of journalists and writers at the end of 2004. While many of these detentions were temporary, they have had an intimidating effect on writers, and a number of those detained remain in custody awaiting formal charges. On the 2004 index of press freedom issued by Reporters sans Frontieres, China is exceeded only by North Korea and Myanmar in its censorship and persecution of journalists, and tops the list of countries imprisoning journalists.

The list below employs a broad definition of journalism to include a wide range of activities related to free expression and access to information. Even so, the list cannot claim to be comprehensive, and there is no doubt but that many more people are languishing in prison for no crime greater than the peaceful expression of their views.

Hua Di Beijing b. 1937. A missile expert, Hua obtained political asylum in the U.S. after the 1989 crackdown and became affiliated with Stanford University. While overseas, he wrote articles about China's missile defense system. He was arrested when he returned to China in January 1998 for a family funeral. Zhang Shanguang Hunan b. 1954. Originally a teacher. Zhang went to work in a factory after being imprisoned for counterrevolutionary crimes and began organizing workers under the Association to Protect Workers’ Rights. Gao Qinrong Shanxi b. 1955. A reporter with the official Xinhua News Agency, Gao was arrested after reporting on a corrupt irrigation scheme in Shanxi Province. Shi Tao Shanxi A 36-year-old poet and freelance journalist for Dangdai Shangbao and other newspapers and Web sites, Shi Tao was reported to have been formally charged on December 14, 2004 with "leaking state secrets overseas.” He is believed to have been charged in connection with an article he posted on the Internet in May 2004. 24-Nov-04 awaiting trial    
Li Boguang Fujian A legal scholar and writer, Li Boguang worked closely with journalist Zhao Yan (above) in advocating for peasant rights.
